Tesco Savings & Document Certification

Hi Fellow Moneysavers
I have recently applied for the Tesco Internet Saver which is topping the the Best Buy tables at 1.55%. My cash is in an account which is only earning 1.4% at the moment so I figured it would be a good idea to move it.
At the time of application Tesco state that they will attempt to verify your identity through online means if you are already a customer of Tesco Bank. I hold a Tesco credit card so figured that should cover it.
However I have now been sent a letter asking to send 2 forms of ID - 1 from List A and 1 from List B - List B is easy enough as it asks for Credit card statements or utility bills etc. However List A has only 2 options that apply to me - certified copies of my Passport or Driving license. They provide a list of people who it can be certified by which includes your bank, post office, lawyer, doctor, accountant, teacher, policeman etc. The certifier has to provide their contact details including address and phone number. Now I know the post office charges £7.50 or so to certify documents, and I don't think any of the others would necessarily do it for free. (Notary public in my area charges about £30).
I find it strange that Tesco insist we have to pay to get documents certified so that we give them our savings to play with. No other savings accounts I have opened have ever asked for this - and I am a savings tart - regularly moving my money to get the best rates.
I called Tesco and asked if I could take my original docs and copies into a Tesco branch and ask one of the Tesco staff to certify them according to Tesco's requirements and they said No as Tesco Bank is completely seperate.
Before everyone screams just go to your bank, I rarely get a chance to get out to the bank during Bank opening hours due to the hours I work - which is one of the reasons why I like to use internet based accounts, and hence the application for the Tesco Internet Saver. I also don't know if my own bank would charge for this service or not.
Has anyone had any experience of this before and where is it possible to get documents certified for free?
Thanks for any advice in advance.
