I have received a notice to registered keeper today dated 13-1-14
It states I received a pcn on 9-9-13.
I have no recollection of this.
Do I......
1) ask for photographic evidence
2) when appealing is there a time limit between offence and ticket this was 123 days !!
Where do I start!
This is the hospital that I work at and over 30 staff have received these this week all from sept and oct

Can you get a message to every single one to tell them how to play this and win? Tell them we have 100% POPLA record and know the words to use in appeal, as long as they all appeal quickly as the REGISTERED KEEPER, not implying who was driving. It doesn't matter that they are all hospital employees and they might think 'oh it's obvious who was driving'...no it is not (no matter who is on the insurance - for example I could have been driving all the cars as I have third party insurance as lots of people do!!) and the best POPLA appeal will be from those who have only stated they are the 'keeper' like in the examples in the 'Newbies FAQs' thread already linked.
If they have already appealed to the 'PCN' and said who was driving (DOH!!) tell them not to worry too much but still follow the POPLA appeal advice you get!
Please put a copy of the Newbies thread and this thread, now on the staff noticeboard and/or send a group email out attaching this thread to it.
Looks like a self-ticketing regime carried out by the Hospital Security chaps/chapesses. I have a saved 'strong POPLA appeal' which includes a paragraph about that, plus the usual winning points:

Did ANY of the 30 staff receive a PCN on the windscreen at all?!
Remember we always win at POPLA and to get there we just need to see one of the signs in the car park (does it talk about BREACH or FAILURE to comply with terms?) and a scan of both sides of one of the Notice to Keeper letters please. Cover the name/address/PCN number only. Does it mention 'registered keeper liability' in the small print and/or Protection of Freedoms Act 2012 please? Anywhere on the back? Is the letter from a debt collector or the PPC themselves?
If anyone is daft enough to say they are going to pay - well...there are some deluded people in this World with more money than sense but do direct them here to add to your thread (we don't want 30 identical new threads) let's handle them all here on yours with generic advice that will win at POPLA!

THERE IS A KNACK TO A POPLA APPEAL AND THEY WILL LOSE IF THEY SEND A NORMAL 'MITIGATING CIRCS' APPEAL ABOUT 'WHAT HAPPENED ON THE DAY'.
WE WILL WIN AT POPLA BASED ON CERTAIN WORDING BUT WE NEED TO SEE YOUR PICTURES AFTER YOU'VE READ THE NEWBIES THREAD GUIDANCE.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
