Thanks both, that's helpful. I will send the second letter.
A final thing: I have moved house since the notice was issued - in my first letter when I said I was the keeper I wrote from my new address with it clearly at the top but they replied to the old one (the letter was forwarded on by royal mail but this service is about to cease so if they send any more letters to the old one I won't get them).
Should I explicitly ask them to update my address or not? I don't want to miss any (unlikely) court papers, but at the same time if they don't write to my current address it's not my fault if I don''t receive the letters...0 -

I doubt they will amend the address they already have, in fact it's in their interest not to as any court papers served will not be seen by you and a default judgment against you will almost be inevitable.
You do need to either extend your PO redirect arrangement or ask the new residents to hold post for you to pick up.
You need to do all you can to get this killed off before the PPC has any chance of gaining a 'default'.
All that said, you might want to look at the prospect of CPP doing court. These are the latest (as far as I know) 12-month stats of PPC court cases.

Hi all - update that I'd like your opinion if possible. Involving a company that I can't find any record of on the forums, which is interesting in itself I suppose.
So, I've repeated my request to CPP to challenge this PCN and had a few generic threatening letters from PS&P, which I've ignored and kept in my file.
I've just had the following letter out of the blue from a seemingly unrelated company - Phoenix Commercial Collections Ltd. It says:
"Balance: xxxx
Who you owe the money to: Car Parking Partnership (universities)
"We write to you concerning your letter received, the contents which have been noted.
Having reviewed your account we can confirm that you currently have an outstanding balance of £xxx which relates to a parking fine you received at XXXX on the XXXX for unauthorised parking.
Please could you confirm by return exactly what your dispute is and we will be happy to liaise with our client on your behalf.
As a gesture of goodwill a 14 day hold has been placed on your account whilst we await your reply."
Obviously the 'gesture of goodwill' and 'hold on your account' is a load of nonsense.... But should I bother replying and setting out the basis of my claim again? I'm tempted to, just out of interest.

That's a new debt collector, same drivel!
For fun, you could send them a reply telling them more or less what your first appeal said, just to see what rubbish they come back with! Obviously write only in 'keeper mode'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It might be a new DCA but it just happens to share the same registered office and directors as PS&P - so its much the same as DR+ and Zenith. A different name utilised just to up the ante. Typical bottom-feeding behaviour. My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0
