Help nsl notice to keeper!

Hi guy's,

got a windscreen ticket for parking in a estate that is managed by NSL, around 5 months ago- ignored it- received the following a NTK (forum wont let me post image of ntk) around 10 days ago (NTK was issued a day before i received it).

They are asking for the driver's details- surely they cant expect me to be able to remember that far back can they!? Is there any flaws to this? Does the 28/56 day rule apply here?

Please kindly advise how you think i should proceed with this

  • Normally you would be well out of time to appeal. But as they've kindly only just sent the NtK then you can kick off the appeals process and knock this on the head.

    Does the NtK mention the Protection of Freedoms Act? If so, you can kick it back to them that they are well out of time for this.

    You must appeal as the registered keeper ONLY. As per the linked 'Newbies FAQs' thread. Who are NSL, I thought they were the arm of NCP who did Council-only work?

    Redx; yes looked through it mate, should i reply or ignore?

    The Slithy Tove; Yep the NtK does mention the Protection of Freedoms Act; so are they out of time for this? That is what i understood from reading the link Redx referred me to.

    Coupon-mad; The original ticket was issued on a housing estate that they manage for the council, the ticket is referred to as a PCN on parts of the letter and CPN on others, it is quite poorly written grammer mistakes an all.

    So the mention of POFA 2012 tells us it is certainly a private ticket (it's not on behalf of the Council it's on behalf of a similarly-named 'arms length' Housing Association I suspect). You must appeal as the registered keeper ONLY, as per the linked 'Newbies FAQs' thread which shows you exactly how to word a first appeal and tells you if they are late with their NTK. Tell us the dates involved if unsure...was there nothing in between the windscreen ticket and this NTK?!
