Liquid DPM for Garage Floor?

I am about to start work on converting my garage, I had the Building officer round yesterday and he suggested using 3 coats of liquid DPM on the the external walls?
Could I also use this on the floor instead of using DPM sheets?
Also could anyone recomend which product to get? Is the stuff from Wickes good enough?

Have a look at the F Ball website there are a few two pack resin DPM which need to be covered after application, but they do work.0
