POPLA Appeal Help Please

Hi All,
I posted yesterday regarding a PCN I had received at Crown Point in Leeds for "leaving the complex".
I have appealed to Excel but from reading comments on here expect this to be rejected.
Basically I parked at the complex at 8.55am, walked round and realised that the majority of stores didnt open until 9.30am.
To kill the time I did walk off the complex but returned at 9.30am to buy what I needed. I returned to my car at approx 9.45am to find I had a PCN for £100 (£60 if paying early). I then left for my onward journey. I did notice signs at the complex stating "3 hours maximum stay" but didnt notice anything about leaving the complex. £100 seems a lot to pay for less than an hours parking.
I realise there a lots of templates on the forum, I just wondered if anybody would be kind enough to point me in the direction of the best one to use as a starting point and if they think there is a chance my appeal could succeed?
