Tethering iPhone 5s

I've got an iPhone 5s (unlocked from Apple) and want to tether my iPad to it. I'm on a contract with Tesco mobile and I was under the impression that as long as I didn't exceed my data allowance I was ok to tether. However, the option to tether is not shown in the settings.
Does anyone know how to get round this?

I'm on Vodafone - I had to get them to enable it as by default it is switched off. Contact Tesco mobile.0
