    You are possibly thinking about vehicles over 3.5 ton that need to be on an Operators License and have an Operating Centre, and as these are vans, they aren't required to be on an Operators License.

    I believe you are correct that i was thinking about operators license regs.

    It is, but not for the reason you then state. You could use exactly the same, dumb, logic to argue that they are saving the same amount of money (by not travelling an additional 17 miles to the depot twice a day). I'd say 'obviously' that would be nonsense but apparently the obviousness isn't sufficient for you as your original calculation shows.
    Having a signature removed for mentioning the removal of a previous signature. Blackwhite bellyfeel double plus good...
