Ticket cancelled! Complain to BPA anyway?

I don't know whether it was the parking cowboys template letter or an intervention from the landowner (Dad contacted them to express disgust at receiving the notice) but the ticket was cancelled and my Dad received the good news this morning!
He's now keeping all his payment receipts in case PE try it on again.
Is it still worth complaining to the BPA about the use of the ANPR machines on hospital sites? I think the way PE have implemented the system is unfair and a standard pay on exit with either a card or money or even phone a number later if you have no money/not in a fit state should be used.
Slightly disappointed really as I have been mentally drafting a kick bottom POPLA appeal, complaint to trading standards and a letter to the CEO of the hospital

Definitely complain. Don't expect any joy from the BPA Ltd but you really should be hammering away at the CEO of the Hospital.0

I think it is certainly worth mentioning to the CEO some of the things PE have been up to including hounding blue badge holders and others protected by the equality act. There's enough stuff in the local paper which shows them in breach of the healthcare charter rules in essence too.0

Is that the Hospital which has suspended PE enforcement? Could you write a complaint to the Hospital Manager first (snail mail) wording the complaint asking questions, trying to fish for comments about this regime and the level of public feeling. Then send their reply - if useful - along with your complaint to the BPA and to your MP and Trading Standards too.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think the hospital manager is well aware of the level of feeling!! It's in the local paper on a regular basis.
My local MP is a waste of space unfortunately.
I'm not sure what tack to take with Trading Standards or who exactly to contact. I was hoping PE would send their 8 page threatogram out and I was going to ask TS to fact check it. But they didn't so I'm not sure of the nature of the complaint to TS. Unless there could be a straight one on the GPEOL and that they should declare all these notices as void unless there is some individual calculation on each single one. Could they even do that?0 -
If there were repeated defeats at POPLA on no GPEOL for a particular car park then Trading Standards should take an interest as clearly PE are demanding money to which they are not entitled. It could even amount to fraud. Unfortunately POPLA decisions unlike proper parking decisions from PATAS are not published other than erratically & anecdotally on these forums.
Everyone that wins at POPLA on no GPEOL should be reminded to forward the unredacted version of the case (appeal, PE bundle & POPLA decision) to the Parking Prankster who will see the patterns emerge.0
