New Council ticket - Residential parking

Hi all,

I've had some unfortunate circumstances recently where i've received 2 parking tickets in a fortnight.

I've appealed the other as that's a private firm (Big thanks to those who helped on my other thread). However, i've recently received one from the council for parking outside my own house... :(

I recently moved into a new house on the 21/12/13, i was told there was a residents parking scheme and so i've been parking on a side street to avoid getting a ticket. On NYE, i thought i'd be safe to park outside my place for a few hours, but believe it or not - i got a ticket for £70 (£35 if i pay early).
I didn't look into advice for this one (stupidly?), but wrote a nice letter to the council asking to please consider the fact i had just moved in, it was around Christmas so hadn't had chance to sort out a permit with the council, as well as the fact the house next door is vacant so there's never an issue with parking by my house.

I received a response today telling me what i already knew 'you should have displayed a permit, you didn't - pay up' basically.

I have just under a week to pay the lower amount of £35, should i just pay it or do i have any further way to appeal this?
