Help, not sure what to do!

I bought a £200 net book from a computer shop, to begin with it worked fine, after a few weeks it started being slow, and I'm self employed and work from home I really needed it to work properly, so I took it back and one guy spent 40 mins looking at it and downloaded free anti virus, and charged me £20. I gave it another few weeks and again noticed no real improvement. I took the net book back again and asked for a refund as I wasn't happy with the qualify of the product. They said it was too soon for a refund, and would need to look at it to see what's wrong and contact me and let me know. Nearly a month later, I call them and they have done something to it already and I need to now pay £60. I'm really annoyed if I'm honest, are they allowed to do work without telling me, then charge me for it? I wasn't informed or notified, and over the month that they had it I phoned/emailed and they still hasn't got round to looking at it. What are my rights (if any) in regards to this, as I feel that they should have evaluated what needed to be done, and only gone ahead with my permission when I knew exactly what I would be charged and what work needed to be done.!

    Netbooks are generally slow. Cheaper low end processors to get maximum battery life and less heat. At the expense of performance.

    Adding an antivirus woouldnt have helped the speed. Quite the opposite in fact. The more software you install the slower its going to get.

    Sounds like its working properly. Just not as fast as you were expecting. But nothing physically wrong with it.

    I understand that, but my issue is regarding them saying they will look at it, then doing work without my knowledge or permission, they should have evaluated the situation then told me what they weregoing to do and what the charge would be and only go ahead if I was happy to pay for the work
    instead I have to chase them up repeatedly a nd now they want to charge me £60, what consumer rights to I gave a I didn't agree or know they were going to do this, I never asked for a repair, or any work to be done.

    Did you sign anything when you handed over the netbook? Sometimes, you will sign to pre authorise any work done and agree to pay for such work.
