Yet another Excel parking fine at the Peel Center Stockport

I realise there have been many posts about this but I've received a PCN from Excel from the Peel Center in Stockport sighting failed to purchase a ticket. I called in to toysrus late afternoon after dark (and it was raining) and I honestly did not see any signs and had no idea it was a pay and display car park. From reading other posts I understand the signage was upgraded after the case won by Martin Cutts (yet I still didn't see any!). I was planning to go back for another look but have read of others getting PCNs for diving in and out without even stopping. Is there any point trying to go down the appeals route for this? We've just welcomed twins into the family (hence the trip to babiesrus) and I don't really have the time or energy to pursue this as much as it loathes me to pay it. I successfully ignored a PCN from another dodgy private parking outfit last year but from what I've read that's no longer the best advice. I've got nothing against paying for parking and if i had known i would have gladly parted with some pocket change for a ticket. Any thoughts/advice would be appreciated..

So what you really want is an easy way to get out of paying this.

The reality (if you'd read any of the other threads on here PROPERLY) is that no, there isn't. The easy way to get rid of them is to pay them what the ticket is asking for. If you want to get out of paying you need to follow the advice in the sticky threads but this will involve a fair bit of effort on your part.

What you need to decide is if that effort is worth £xxx (however much the charge is) to you.

    Only you can decide that.

plenty of signs there and easily googled too

plenty of people have appealed and won at popla

anyone who ignores this would be stupid as it could easily go to court like the Cutts case, and they have changed their signage twice since that case in late 2011

so its either spend some time on it now or a lot of time on it in the future , that is your choice

assuming you wish to appeal it (I would) then do it now

start by reading through this https://forums.moneysavingexpert.com/discussion/4816822

then look how many people won at popla here https://forums.moneysavingexpert.com/discussion/4488337

this place catches people out daily, so yes there are dozens of threads on here about it, so read through what they did and do the same

It's easy, you only had to search this forum for the single word 'Peel' and copy from others.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks again for the replies, I had already spent quite some time searching/reading these forums as well as pepipoo etc before posting and can see there's a wealth of helpful info. I guess my main question was whether it's worth pursuing based on not seeing the signage (in the dark, rainy evening) when it seems to be a well known fact that the signage has been recently upgraded.

ok m8 , here is your soft appeal then
    Dear Excel,

As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to you company is denied on the following:

    1) this charge is not a genuine pre-estimate of loss
    2) your signage does not comply with the BPA Code of Practice
    3) you do not have the authority or permission to issue invoices at this location

These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of of your alleged loss, and your full unredacted contract with the landowner.

If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.

Please issue your cancellation within 35 days of this letter or supply a popla code to appeal to them.

    Faithfully
