I received an offer of refund from a PPI complaint I made with the RBS, my question is, if I refuse the first offer will they remove the offer completely or will they offer me more?

The redress method is defined. It is not haggle process. If you believe the calculation to be wrong then challenge it. If not, then there is nothing to haggle.
Goodwill offers can be withdrawn. Not often they are but we have seen posts just in the last week where someone has lost out because they refused to accept an offer and then it was withdrawn after it was refused and the person doesnt have access to the FOS either now.I am an Independent Financial Adviser (IFA).
