    The point here isn't what standard the work is, but the fact these tenants asked permission, were refused, and then went ahead and did it anyway. If they think they can go ahead and do whatever they like and your parents will sit back and let them then what next? From experience (thanks to a useless managing agent) I can tell you that fireplaces may be ripped out, perfectly good floors pulled up and carpets of excellent quality stored in a damp old outhouse and therefore no longer any use to anyone. In our case, thanks to the useless managing agent, we had to suck it up and, tbh, gladly gave the tenant back their deposit when they asked to leave early, but in your parents' case I would definitely put a stop to it asap.
