Some tenants making bin area into a disgusting mess - HA not bothered

I live in a SO property and myself and the tenants to the 11 other properties the HA owes (4 are SO and the 8 are HA). As the properties are at the bottom of a road with standard housing, we put our rubbish in communal bins in a roofed lean-to at the end of the row of houses. The lean-to has a door which has a push button lock. Only the tenants, bin men and HA staff know the combination code.

There are at least two tenants from the HA that:
. Does not tie their bags and slings them either in the lean-to, then shuts the door or on top of an overflowing bin - causing the rubbish to fall out. I almost slipped on something disgusting the other day
. Puts things in the recycle bags which you supposed not to - glass, burnt toast into the bags. The bin men can see these and not collect them
. Dump items like TV stands in the lean-to. Bin men will not touch this, unless its broken down into its flat pack bits and put into the bins. Each tenant has a car and the tip is 1.25 miles away
. Dump rubbish bags outside the lean-to. We have foxes around here and seen them ripping them for food.


I have contacted the HA about how disappointed and disgusted that a small number of tenants are making the bin area such a mess on at least 4 occasions. They have not bothered ONCE to acknowledge my contacts. I have e-mailed and filled in the online form on the website. Speaking to someone at the HA is difficult.

It would be nice for the HA to do something. Chances are these tenants that do this, probably are not security savvy when it comes to throw things out with their name and address on - ie bins envelopes intact - not torn into pieces or shredded. All it needs is for a tenant to go to the bin area at night and slip on some rotten food and injure themselves.

What is the next thing I can do to get the HA to act ie writing to tenants.
