Easiest way would be to get business cards printed, then Google for and join any/all local business groups. Everything from the Chamber of Commerce, down to networking groups for Women in Business (or any other small/niche type of organisation you can identify with). Then attend every event, launch, evening do etc and network your nuts off.
And/or, start your own Facebook page, posting small problems/solutions to payroll questions; and/or start a Facebook group for local small businesses and drive traffic to it.0
