I can see it on your link plain enough but not on any other site,
 https://www.gov.uk/pension-credit
 http://www.theguardian.com/money/2013/feb/04/state-pension-everything-you-need-to-know
 http://www.ageuk.org.uk/Documents/EN-GB/Factsheets/FS48_Pension_Credit_fcs.pdf?dtrk=true (scroll down to 7)
All these say the minimum is £145.40 made up of the state pension plus other bits such as Serps, S2P, Pension Guarantee Credit, Pension Savings Credit etc. Going by your link it appears they are saying we need £163.50 to live on but many will get £145.40.It's someone else's fault.0

These are housing benefit personal allowances, not the Pension Credit minimum guarantee amounts
£163.50 for those aged 65+ is to make account of any Savings Credit awards
So the £145.40 which is the minimum for all plus an extra for those with some kind of savings. Housing Benefit Officer said the £163.50 was the minimum amount the government said a single 65 year old needed to live on which confused me (not difficult). It's someone else's fault.0

What his link shows it that those aged 65+ in receipt of Guaranteed Credit are "allowed" £163.50 before any income is taken into account for housing benefit purposes.
£145.40 (which can be made up with any number of sources, as long as some of it is GPC) plus £18.10 Savings Credit.0
