DLA Advice needed - updating circumstances

Hi, Im looking for a bit of advice on what approach to take to help my father update his DLA claim.

My father is now 74 years old and a widow. In 1996 he was awarded Higher Rate Mobility for life as a result of a combination of Thrombosis and a Coal Mine accident in 1988.

In 2000 he had a quadruple bypass, and since then has also been diagnosed with osteoporosis, Diabetes, Coeliac Disease and Vibration White Finger.

He has been in and out of hospital regularly since September 2013 as a result of his Coeliac Disease and currently is taking around 32 tablets per day for various conditions including Warfarin.

He is becoming increasingly forgetful and finding it harder and harder to live independently. He moved into Sheltered Housing in June 2013 which has helped a bit but he is becoming more and more unaware of the importance of managing his Gluten Free diet and taking his medication at the correct times of the day. He is also finding it difficult to remember to attend all of his medical appointments.

I have discussed this with him and we both agree that he needs help with his day to day life.

Do you think the above is enough to warrant a claim for the Care element of DLA?

I dont want to do anything hasty that will cause problems with his Mobility element, especially as it was awarded for life.

    New claims for DLA cannot be made over the age of 65.

    Changes of circumstance can never increase the mobility component paid.

    My understanding is yes, you can request a change of circumstances, and if agreed with - it may lead to a care award.

    Any DLA award - including 'life' awards can be reviewed if they choose to at any time.

    Thanks for that, A lot has changed since 1996 and my dad is needed a lot more help now.
