Child Trust Fund problem

Hi all. My youngest daughter, born August 2006, was born overseas when we were non-UK residents, so never got a Child Trust Fund.
We are now back in the UK and I am wanting to invest into a Junior ISA for her but my assumption is that we cannot do this as she was born when CTF's were available for her age group.
Can we set up a Junior ISA for her?
