Read the advice in the sticky thread, and follow the instructions;

All you have to do is follow the advice to be 100% certain the ticket will be cancelled.

Why would anyone ring a PPC?! Please read the links, appeal and win (if in England/Wales). Even if the fake PCN is from a recent time when it belonged to the new owner, just send them the name & address, or appeal, whatever.
Don't ignore it. Don't RING them!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A couple of questions
1) was the car sold before the ticket?
2) is this England or Wales ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
