JSA claim rejected. Please, give advice!

Hello,
I am an EEA national. I have been living in England since 2006 (I worked for 9 months only in 2006). Then my son was born and I have been taking care of him ever since. I just tried claiming JSA and at first, I went to the local Citizens Advice Bureau and the advisor assured me my claim should be successful. I went to the interview at the Jobcentre and they told me to expect to hear from them and that "it should be okay". Today, I received a letter by post, saying the following:
"We cannot pay you Jobseeker's Allowance from January 2, 2014. We cannot pay you because you have not paid, or been credited with, enough Class 1 National Insurance Contributions".
So is that it? Can anyone please shed some light on the problem and perhaps advise me whether there is any good reason to appeal the decision? Reading the letter, it seems as if they considered my claim to be for Contribution Based JSA, how about the Income Based JSA? There is no separate claim for it, why they took this decision, is still beyond me... I am in despair, can anyone please, perhaps help me understand better? Thank you so much in advance!

do you have a working partner?
you would not qualify for contribution based JSA but may qualify for income based if you do not have a working partner or savings.0 -

Hi, do you have a partner who works more than 24 hours per week?
If you have a partner that works more than 24 hrs a week or savings over £16000 the online jsa form only let's you fill in the first part for JSA C. As you have not worked in the previous 2 relevant tax years you won't have qualified for JSA C.

Thank you all for the responses, no, I do not have a partner at all, I live with my 6-year-old and my savings are less than £1000. It is confusing because the letter does not mention JSA Contribution Based, just says they cannot pay me. I have no clue whether I still have any chances/hope for getting the Income Based JSA. Why isn't it mentioned in the letter...I don't know.0

The letter is very misleading, it just means you are not entitled to contribution based JSA, you can just ignore it. Your claim for income related JSA will be processed as normal.

This JSA C / JSA IB question has been / is still a perennial problem - quite why DWP expects the lay person to understand is beyond me. It is so unuser friendly that it would appear to be deliberate.
Do not necessarily assume you will be automatically assessed for JSA IB if you have been refused JSA C. The claim form is misleading and if you only requested to be assessed against JSA C then you will only be assessed for that benefit.
Contact BDC - 0845 377 6001 to clarify. You may need to complete JSA 3 form to request assessment for JSA IB.
I believe I am right in saying that even if you do not receive any JSA C you still have the right to a 'live claim' and can sign on fortnightly for your NI contributions to be paid. However you still have to follow the JSA requirements
