Leicester Council Bus gate PCN

I received a PCN under code 34 for being in a bus lane contravening on 18/12/2013, date issued and posted on 24/12/2013 and date of service on 30/12/2013.
I had appealed against the ticket on 30/12/2013 as when the contravention had occured, it was raining raining heavily and was unfamiliar with Leicester's city centre being from London and had realised that I had contravened pretty late. The fine was for £60 but £30 if paid within "14 days beginning with the date of Service".
I have received a notice of rejection which dates 12/01/2014. I am now required to pay £60 according to the council which I am not happy about as the case was under dispute and should have been put on hold but hasn't.
What are my chances here to try and pay £30 rather than £60? Even if they do not hold the fine whilst under dispute, we had several holidays end of december and beginning january.
Any more information, would be happy to supply.

Create a new thread in Pepipoo's Council Parking Tickets & Clamping and Decriminalised Notices. There reside the experts on getting these things quashed. They'll want you to post redacted copies of all the paperwork so far. Now you've lost the discount period (no, they won't accept £30), you might as well go all the way with them. The next stage will be that you get a Notice to Owner whereupon you can make further representations. Anyway, Pepipoo will help you through the tortuous process.0
