Bean handwarmers/pain soothers

Hi
I want to make some little bean bag hand warmer/soothers, however I've read that after about 20 uses the beans need replacing or they become a fire hazard. Are there any alternatives to beans as if I give them as gifts I don't want people to only be able to use them a certain amount of times or have to replace the beans themselves?

I didn't know about the beans becoming a fire hazard. I was going to suggest using rice (uncooked of course). You can buy large bags of rice quite reasonably - check out the supermarkets and Asian grocery shops too.Use your stuff challenge 50/500
