Are they not legally obliged to inform the insurance company of the fire ?

Probably contractually obliged to inform them as soon as reasonably possible of any incident that could result in a claim.
But their business insurance is a policy to cover them, not op - so if a claim is made against the business for certain losses then the insurer will indemnify them.
