PCN Advice - Peel Centre Stockport - Excel

Hello There,
I'm new to all this but I've been browsing various threads about the Peel Centre Car Park in Stockport.
Basically, we nipped to the peel centre on boxing day(My mum was driving her card). Because what we wanted (from hobbycraft) we needed, but knew we couldn't get anywhere else. We've not been here for years and last time we visited there was certainly no charge for parking.
Anyway, somehow we missed those signs saying pay and display. God knows how, maybe we'd got over excited from xmas or maybe it was having a sugar filled 2 year old in the back. But we parked up (my mum stayed in the car with my little girl), I got what I needed and we left without a care in the world.
Anyway my mum has received a PCN today for £60, which I think is extortionate, but what's worse is that if she dosn't pay within 14 days from the the issue of the notice (6/1/14) it goes up to £100.
We're kicking ourselves, I don't know how we were so blind to be honest, but we can't really afford this just after xmas.
I've been reading about appeals on here, Templates to send ect. Do I even stand a chance? Or will I just have to cough up? Its not like I can say I was in KFC or anything. We we're just daft I guess, but I suppose the company excel thrives off people like us.
Any help apprciated.

presumably you have read the sticky thread called NEWBIES - READ THIS FIRST THEN ?
if so you would know what can be done as this car park crops up daily on here
also, if you read the SUCCESSFUL POPLA APPEALS sticky thread you would see how many people win at popla too ?
and had you searched the forum using the forum search tool in the green banner using the words PEEL CENTRE you would have read dozens of similar threads and cases as well
its easy enough to win at popla as long as your appeal is worded correctly and you appeal to EXCEL and to POPLA in time as they both have deadlines !
so you soft appeal, popla appeal, win , cost them money and pay nothing , nada , zilch
hopefully that is what you want
but to do so you need to get up to speed on this

Doesn't matter, FORGET that deadline and just send an appeal as keeper (not driver). Worry ye not, we win 100% of POPLA appeals.

Thanks for your replies. Sorry I didn't read the sticky threads. I was more post hopping from my original search on google without actually looking at the forum where the posts originated from.
But will be looking into this thanks to this forum and will let you know how I get on.

ok, once you have read it and your brain hurts, use this stroma soft appeal to Excel asap in order to get a popla codeDear Excel,
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with the BPA Code of Practice
3) You are not the landowner and do not have the capacity to offer contracts or to bring a claim for trespass
These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Please issue your cancellation within 35 days of this letter, or forward a popla verification code.
Faithfully
then whilst waiting for a popla verification code, read through other Peel centre threads (use the forum search tool) and the successful popla appeals at the top of the forum (work backwards from the end) and formulate your popla appeal in word and notepad
copy and paste from notepad onto here for checking, removing any personal details, info or reg numbers etc (post it redacted)
the n that goes into popla within the 28 deadline for them receiving appeals, so no tardiness0
