Congestion Charge PCN Appeal Advice?

Hoping someone on here can advise me of the chance of success here.
The other half got a PCN through for not paying a London Congestion Charge and she has to pay £65.
Now, here is the background.
She has never entered the CC zone in her life and on the day in question she didn't realise she had gone into the CC zone(don't ask me how she didn't know because she drove across Tower Bridge!).
However, the extenuating circumstances are that this occurred on the day just before Christmas when there were all those problems with hurricane force winds which forced the Woolwich Ferry and Dartford Bridge to be closed due to high winds.
Now, one of the reasons for not paying listed in the TFL congestion charging document is if you were forced into the CC zone as the result of a diversion which was
"not scheduled in advance or arise as a result of an unauthorised protest or unexpected incident."
Would we be likely to get anywhere by appealing on this basis due to the well publicised freak weather conditions?
If we do appeal on this basis do we lose the right to pay the discounted £65 and then have to pay the increased £130 charge?

Tower Bridge is not in the congestion zone, she must have been west of Tower Bridge Rd.Would we be likely to get anywhere by appealing on this basis due to the well publicised freak weather conditions?When we receive your Representation the PCN will be frozen at the relevant amount that is outstanding at that time. It will remain frozen until we have completed our investigation and written back to you with our reply0
