Royal Mail 2nd Class Signed For & Ebay

Hi Everyone,
I'm a bit confused and wondering if someone would be able to answer my questions regarding the 2nd Class Signed For postal service.
If I sell an item that fits into a jiffy bag and also comes under the category of large letter and is under the compensation amount of £20 for example and the buyer doesn't receive this item or buyer claims they haven't received it and has not been signed for (postie just puts through letter box), does Royal Mail refund the item price if under the compensation limit?

It is not illegal to open another persons mail unless you intend to commit fraud - this is frequently incorrectly posted

Ys, under £20 an allowable item is covered standard mail (doesn't need to be sent signed for) . Signed for covers up to £50 , again assuming item was allowable.
