Lloyds TSB credit card PPI(PPC) claim question

Hi,
I would like to start the process of reclaiming Payment Protection Cover for my credit card with Lloyds TSB. The card had been taken out in 2001 and it was my first credit card. I was refused credit card prior to that by Barclays (I was only allowed Visa Electron), due to being only an au-pair and not having any financial contract and confirmation of income. This led me to change the banks and Lloyds TSB were happy to open the bank account for me including Visa debit card and MasterCard Credit Card. I distinctly remember being told that “my application is more likely to be successful if I’m willing to take out the Payment Protection Cover”. Besides this mis-selling point, as I am from Czech Republic and in 2001 we needed visa for the stay in UK and benefits such as job-seeker allowance were not available for me, I would not likely be able to get any use from the cover.
I have contacted the bank twice over the phone to request a copy of my original contract, together with the T&C’s from that time, but although they sounded helpful, nothing came out of it. So I used the template from here to request summary of my PPI payments or the statement copies to prove these. The advice with the letter suggests to send £1 cheque, as some banks may require it, but few days later I received a letter from Lloyds ‘Copy Statement Team’ asking me for £10 payment for request for information under the Data Protection Act 1998.
Is their request correct? Am I asking the bank for the correct thing and do they understand what is it I require? I have in the meantime found statements which cover the period from Sep 2003 – March 2007. They show varied monthly payments for ‘Payment Protection Cover’ up to 22.1. 2007, after which I questioned this in the bank and cancelled it. If I have these statements (although they don’t go as far as the commencement of the Credit Card) do I still need to get this confirmation from the bank which would cost me these £10?
