I have looked at the newbie thread and just wish to confirm the current advice.
Should I await a NtK before submitting an appeal to ukpc?
At this point I have only sent a robust email to the shopping centre.

If it was a windscreen ticket - YES, don't be impatient, despite any instinct to 'hit back'.
And, when you do respond (after receipt of NtK), do not indicate who the driver was. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

So to update, I got the NtK and replied online to say that Mrs was in the car and is disabled and blue badge scheme is not relevant on private land and Equalities Act trumps any so called contract they believe the driver entered into. Therefore drop the Penalty Charge or supply Popla code.
They replied with letter saying no bage displayed so issue correctly but send copy of badge to reconsider. Cant see any Popla code so do I just wait out the 35 days and then tell them appeal deemed upheld as no code issued?I have a cunning plan!

I would send a copy of the BB if you have one, putting the ball in their court, and remind them that under the EA 2010 the protected person does not have to display a badge of any kind despite their petty rules and if they wish you are willing to allow a judge to decide when you send them an MCOL under the EA 2010 citing their breaking of the law and also inply you will name the landowner in the same mcol too so they may wish to inform the landowner as well (lol) , unless they cease and desist their unlawful claim and cancel the charge as per the BPA CoP0

We do have a BB but I'm not sending them it. Waiting to see if they persue it and will have them if they do.
Was concerned I had heard they were issuing letters with popla code hidden away and not identifie as such. Is it parking prankster or another site that has a code checker?I have a cunning plan!

They have rejected your appeal or are delaying you your right to appeal to popla, this is a direct breach of the bpa Code of Practice, and something the dvla has specifically has said is a breach (below) so write back to them demanding a popla code. Also make complaints to the bpa and dvla, addresses in the sticky thread by coupon post #6“the following practices may be considered as Code breaches and must not be continued:
• Asking the motorist to enter into additional correspondence to obtain a POPLA code
• Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
• Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
• Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

in that case treat is as normal and do as stroma says because they should have sent you a popla code, also put in the letter that if you win at popla they can expect a counter claim , details for this are in the NEWBIES thread , as the usual appeal letter will suffice0 -
