    I don't have the exact definition to hand but it isn't directly connected to students. It is to do with multiple occupancy and safety issues such as safe access in case of fire.

    It depends on where the property is situated. You would need to check with the local council as to what is deemed HMO.

    HMO definitions are given in the Housing Act2004 Section 254 to 257

    But for your specific question the answer is Housing Act 2004, Schedule 14(7) :- Buildings which are NOT consider HMO's for the purpose of the Act:-
    (7) Any building which is occupied only by two persons who form two households.

    So three persons who form two households is in fact a HMO.

    I know of some houses that are rented out as individual rooms with no living room etc.

    The room rents are lower as the tenants are getting less.
    It needs a big kitchen with space for dining table etc - people do need a BIT of space beyond just their bedroom for eating in, having a friend over for coffee etc.
    The tenants attracted were a wide range; some good, some not so good, but overall as none of them really saw any of it beyond their own room as 'theirs' or 'home' the properties were not really looked after very well by them. Most were left vandalised at worst/extremely filthy at best.

    But other than one retired man, all the tenants were working - renting round here is blooming expensive and a lot of people are forced into shared accommodation, so it isn't just dodgy people looking for something.
