got PCN while in traffic

hi i got a PCN about a week ago. i went to drop off my daughter at school and stopped in stationary traffic on top of the yellow zig zag lane. Because my daughter was getting late so i told her to get off the car as the car was already stationary. the CCTV got this on tape and i got a PCN code 48 - Stopped in a restricted area outside a school.
the evidence video clearly shows my car stopping in heavy stationary traffic. my question being is it illegal to drop off a passenger while you are stuck in traffic??
can any one be kind enough to help me with this please.

    You're assuming that's why you got the ticket (and it probably is) but that's not what the alleged contravention is.

    Have you viewed the full video footage? Does it clearly show you in stationary traffic the whole time.

    Appeal on the grounds that the contravention did not occur.You were forced to stop and prevented from moving because of stationary line of traffic.

    It's likely the council will reject and you may have to go to adjudication

    I would register on www.pepipoo.com and post in their council ticket section. A council PCN is a different kettle of fish to one issued by the PPC's so don't ignore it under any circumstances.

    Kids today, they get mollycoddled in ridiculously unnecessary Chelsea tractors, which their mums would drive right into the classroom if they could. As it is, they park at all angles across kerbs, ignore the zigzags and create chaos. No wonder the traffic was stationary, it's a wonder any traffic can move at all at school time.

    I'd ticket the whole lot of them, and make the kids walk or go on the bus.
