PCM problems after stopping on a private road with public access, and Council lampost

I am grateful to all the many people who have posted on this forum with advice for dealing with PPC's. I am preparing an appeal to POPLA after rejection of my claim to PCM who, of course, ignored all my objections and sent me a standard rejection letter.
It has been most helpful to realise that POPLA's own instructions to appeal in only four possible categories is flawed and unreasonable. Also, it has proved impossible so far to download their complaint form. I shall be sure to keep the forum posted on my progress and would wish to help others as I have been helped.

Downloading a POPLA form is easy on the BPA website, but not sure about the 'complaint form' (do it after your appeal, as the appeal is timebound!).
