PCN appeal

Hi all looking for some advice please
I received a cctv pcn on 30/09/2013. i made representations on 16/10/2013 (i have fax confirmation ) Yesterday i received a charge certificate for 195 i have had nothing regarding the outcome of my representations and the c/c says i no longer have the right to make representations ? I am completely at a loss as to what i can do now the discounted ticket ( 65 ) would hurt but 195 is way out of my reach. :(

    Wait for the Order for Recovery and then make a witness statement to the Traffic Enforcement Centre on the grounds that you did not receive their Notice of Rejection. This will set the PCN back to the NTO stage.

    Thanks for your fast response. Is the traffic enforcement centre obliged to accept my witness statement ? Will there be further penalties ?

    Usually, but obviously some are refused

    The OfR will add another £7 = £202

    But if accepted you will get it back to an appealable stage - get over to pepipoo and post about it, as most appeals are won on there in the end:

    I also seem to recall if the witness statement is refused, there's a way forward from that.
