CPP arrears notice

I had a parking ticket on my windscreen on the 26th Sept 2012. Just days before the rules/ advice changed. I was parked at the side of my work NHS car park that I have paid for a permit in but it is regularly overfull, as was the case on this occasion. The charge was issued due to 'parked so as to cause obstruction or inconvenience to others'.
At the time I believed the advice to be to ignore which I have. I have had letters from CPP, (but details of how to challenge the notice had been missed out on the letter) It is now referred to PS&P who started to contact me on 18th Dec 13 and have written again today to say I now have an 'arrears notice' who will send an external collector if I do not pay up.
having looked around the forum I feel I have made a mistake in not contacting them earlier and could really do with some advice
Having read a lot of threads here I see it could be wise to still challenge but I am confused if this applies to a pre 1st Oct 2012 ticket?
If I do have to go to court is there a penalty charge they can give me for parking at the side of the car park. (it was an area not blocking a road/ entrance etc) and certainly they cannot have had any loss of income from my parking as I did.

This is a pre-POFA ticket, so they can only chase the driver at the time, and they don't know who that was. And you're not going to tell them, are you? If they have mentioned the Protection of Freedoms Act in any of their correspondence, then they are basically telling lies to try to extort money from you.
What you have received is just another piece of toilet paper in the usual chain of such. No-one is going to show up at your door. It's just a debt collector who has no power to do anything at all except send out letters. It won't go to court.
You have made no mistake in ignoring them, as that was the advice at the time. Just keep on ignoring them now. Do not make the mistake of trying to contact the parking company, debt collectors or anyone else.0 -
