I think it's unlikely they will have a specific department for cashback but if you contact them to ask who best to speak to I'm sure they will be able to advise further0 -

What sort of cashback are you talking about? Quidco etc or something that was directly on their own website?
If its their own website then you speak to their normal customer service department.
If its via a third party site then you have to speak to the third party site not Axa as the "cashback" is actually an affiliate marketing relationship between the third party site and Axa and the cashback site chooses to give you some of that money back as cashback. You have no contract with Axa in connection with affiliate marketing so cannot demand anything from them only the third party site can.
That all said and done, Affiliate Marketing normally sits in Marketing as its name suggests0 -

I had problems with my cashback via TCB. It failed to track. I raised a claim via the TCB process and it was eventually processed and awarded to me. I think most insurance companies wont even look into the matter until about 3 months after the policy commenced. If you read the TCB forums and about MoreThan problems, tells you how you complain the financial services watchdog.0

How do I complain to the Financial Services Watchdog?

How exactly did you obtain the cash back?
Quidco or Topcashback? Have you tried to query the decline, I can't see that you have mentioned this. If you haven't then you need to contact them as axa are unlikely to help you. Additionally, cash back is not guaranteed so you may have to complain to them and see if it goes anywhere, if not i'm not sure there is anywhere you can take it.
If it was through AXA insurance who were directly offering you cash back then you will need to take the complaint through their in-house complaints process and if it remains unresolved or not resolved to your satisfaction after 8 weeks only then can you refer it to the ombudsman.
The ombudsman won't look at this if you applied through quidco/tcb.
I assume you have already sent a query to them to find out more and provide your order details so that they can look into it further? If not that is your next step really.0 -

You make a complaint against the intermediary who sold you the policy. You can do this in writing or by phone (most would suggest in writing) and the company then has 8 weeks to investigate the matter. If you are still not happy with their final response, you can then take your complaint to the financial ombudsman who will review it for you (although this will take some months).
If AXA sold you the policy directly, then complain to them - but be sure you are complaining to the company who sold you the policy otherwise it will be a waste of time.0 -

Who offered you the cashback? Quidco? TopCashBack?
These companies, who are the ones offering the cashback, are not regulated by the FOS and so you cannot take a complaint to them any more than you could take it to the Housing Ombudsman
CEOs are easy to find, every large companies website list them, Companies House gives you the details for free, but just remember its the Cashback site you must complain to not the insurer unless it is the insurer themselves that promised the cashback to you0
