firstly , it is NOT a fine, only the court or a judge can fine you
its a parking charge invoice for an alleged incident where they believe you did not follow the rules
have you still got the parking ticket you paid for ? of so , scan it
have you read the NEWBIES - READ THIS FIRST sticky thread at the top of this forum ?
if not READ IT
are you the driver ? , the registered keeper ? or both ?
was there a windscreen pcn or was the first instance the NTK in the post ?
what is the date of the incident ?
what is the date on the FIRST postal letter ?
why did you not send them an appeal at the first letter stage ?
if you did , did thyey reply ? and did they give you a popla code ? and what date ?0 -
Glad you started your own thread now. Start by reading the sticky threads and get ready to do a POPLA appeal next, as registered keeper (not saying who was driving unless you have given that away already when you first contacted them without checking here first). This is easy to win, and needs similar words and the BBC Watchdog Daily spokesperson from Excel needs to be quoted, like in the thread you already read:

DO NOT PAY, DON'T BE DAFT OF COURSE YOU ARE NOT 'DOOMED' (LOLl!), YOU SEEM TO HAVE MISSED THE CURRENT STICKY THREAD ADVICE FOR NEWBIES.
DO NOT MISS HOW TO WIN AT POPLA. DO NOT WRITE YOUR OWN VERSION LIKE YOU DID BEFORE.
Are you saying they rejected the appeal? Have they given you a POPLA form? If so, here's a POPLA appeal to adapt that would suit your situation (except for the Equality Act section...unless your 'blonde moment' was caused by a medical condition or pregnancy!):

Adapt that POPLA appeal and show us your draft, if you are now at POPLA stage. You must get this right and not rush something weak to POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

To ease your mind. Tonight is not a deadline of any sort.
a) You do not owe £60
b) You do not owe £100
c) It is not a fine, nor is it an enforceable demand
I put this to you having read every word of your opening post! It is to inform you that your situation is not an exceptional case.
You are at the stage that you need to challenge the invoice demand by writing to them and submitting a copy of what documentation you have to show them that you did not breach any term and that you did pay, but you made a human error. It is also the case that the demand does not reflect losses to the landowner and is thereby unenforceable.
In light of the scam-mongering and immoral nature of Excel's existence, they will likely reject your representation on account of what the signage said, but then you will have the chance to take it to POPLA. By that stage, the "not a genuine pre-estimate of loss" argument will win it for you.
Feel free to reply if you have any qualms or if anything isn't clear!
