I used to buy quite a bit on ebay US and the thing to remember is that there are two ways of doing it.
If you log into ebay.co.uk you can set a default search to items located 'wprldwode' and that accept paypal, that's how I search. Most of the US sellers who list that way do put on UK postage costs, if not make sure you ask BEFORE bidding as US postal prices have recently been hiked up a lot.
Secondly you can log into ebay.com but in those cases you ened to actually search for sellers willing to ship to the UK, and then you will need to pay in dollars, which is no problem when using paypal.

If someone is in the Uk then there is no need to mess around, just open a paypal account in the UK, get a confirmed UK address and pay as normal. US Ebay is fabulous and I have bought hundreds of items from there with no problem.
Even on a listing which doesn't say that the Seller ships to the UK, you can still send a message and ask - tell them the item is fabulous, you will pay by paypal and have no issue with the extra shipping. In three years of my using US Ebay only three or four Sellers have refused to ship for me.
Go to ebay.com and search for anything you want.

I buy quite a few things from EBay.com - like cosmetics (for the missus) and car bits (for me) at about 25% cheaper than in the UK - that's including shipping !
There's more choice, it isn't that expensive on postage from the US and a lot of the time the EBay users are a lot more friendly and professional than they are in the UK

One question here,if i am living in UK.But i wanna create a us paypal.Of course i have a us bank account and it has a bit trouble to get a uk bank.Can i use my own ip to register a one?and is it possible get any problem in the future?Thanks.

A UK paypal account can hold balances in three different currencies - pounds sterling, US dollars or euros. If you register a UK account and tell it you want your balance in dollars, you should be able to load it from a US bank account with no conversion charges.

I have been able to persuade some US buyers to let me bid, but I have also found some are very resistant to sending things outside the US. There is a common misconception that it is troublesome and difficult to trade internationally, and that non-US buyers are somehow going to be difficult or even fraudulent. I put it down to a combination of chauvinism and naivety, because although many have refused to let me bid, I have never had a proper explanation from anyone, just something tiresome like "this is my policy, please respect it".0

For a lot of items, other than clothing, the US Customs Forms are rather lengthy.
Also, in the States, for items within the US they can pay and print their postage labels and the postman collects it from the house. For the UK they have to take the item to the Post Office - which some don't want to be bothered to do.
Some just can't be bothered.0
