Sounds like it could be clipper rash. If you've ever had a bad shave of your legs/armpits you may know how itchy it can be, and it becomes a bit of a vicious circle with scratching irritating it, and irritation causing more itchiness.

In my doggy first aid box, I keep a few creams that are useful for various things. One includes a cream called Dermacton, which is used to ease itchiness. Casper is a bit prone to licking at minor wounds and causing more problems than there were to begin with, but the Dermacton definately helps settle the skin and he's then much less likely to bother it.

If I've had to cover his paws (because little nicks or torn nails again cause him to lick and lick until he's worsened the area) I use socks but I keep them on by using a bit of micropore tape and then some cohesive bandage (like Vetwrap - poundshops do a cheaper human version or supermarkets sometimes have their ownbrand one) at the top of the sock, holds them in place. You could also try a t-shirt or a babygrow depending on her size, you don't want anything too tight that will prevent the wound from airing out, but if it covers the area she can't scratch at it.

I'd also give your vet a call and speak to them about it. They may have had experience and have some specific advice, they may want to give something for the inflammation/itching (e.g. pain relief/anti-inflammatory, antihistamine perhaps, topical cream to prevent a secondary infection, etc.) and they may want to make a note of it happening to try to prevent it happening on another animal.

As a temporary measure I would suggest something like Sudocrem or an anti histamine cream to reduce the itchiness. Sounds similar to razor burn- ie sore!
    Good luck

Poor Bella. Must be driving her nuts. My little dog needed to wear baby socks on 3 paws for a couple of years due to irritation caused by cancer. He would constantly lick his paws so I resorted to putting baby socks on him but tied on with elasticated bandage. Had to change socks couple times a day but did the trick. Use to buy socks in 99p store for 3 pairs. Normally removed socks when he went out for his walks.
