Parking Eye parking charge - please help!

I am sorry to start another new thread but I have been reading through the forum and can't seem to find anything similar to my situation.
A couple of weeks ago I went out for dinner with my dad in Southampton (I was driving my own car) and we couldn't find anywhere to park in town so I parked on the Town Quay. It was about 7:30pm and I assumed there wouldn't be any parking charges as everywhere else I can think of in Southampton only charges between 8 and 6. There are signs stating that charges apply 24/7 but I stupidly didn't pay any attention to these. I have just received a parking charge notice from Parking Eye for £100 or reduced to £60 if paid sooner. The problem is I really can't afford to pay; I have just turned 18, am still at college and don't have a job. I would like to send off an appeal to PE and ask for a POPLA code but saying that "I didn't read the signs" sounds so silly that I'm wondering if it is even worth my time trying to appeal it.

Town Quay is subject to bylaws for Southampton Port & therefore not relevant land for the purposes of POFA 2012 so PE cannot hold the keeper liable for unpaid parking charges. Hope you now understand, Princesspeach, you just need to send a 5 minute flat, online appeal as the registered keeper (not driver) as per the usual ones in the NEWBIES thread linked? And do read Biker Paul's thread as it was the same car park, he appealed as keeper and won at POPLA and now he is suing Parking Eye for his wasted costs.
No-one is saying you have to sue ParkingEye by the way!
But we are saying it is EASY to word a challenge as the keeper (not driver) and then to win at POPLA with certain wording (you could even copy Biker Paul's POPLA appeal almost word for word!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
