Thanks for the advice guys. Still unsure how much success I'm gonna have appealing this though when I have no receipts of purchase either for the day I was there or for any previous times I shopped there unfortunately. What to do!!?? What legal grounds do I have to continue fighting this?
I'm beginning to despair here.
You have already been given plenty of sound advice on what you should be doing now - but to spell it out once more.
"Fighting" the parking charge can be a two pronged attack to getting the charge cancelled.
Firstly:
The landowner can authorise cancellation - and you have already been given the tools to achieve this. You should be finding out who the landowner and managing agents are for these retail site as well as complaining to the individual shops there (google).
Complain again to the head office of the shops concerned or known contacts as in coupons successful complaints thread.
Spending only £30 or so in a couple of shops, paying by cash even just browsing are legitimate reasons why you are invited by the landowner to be there!
Secondly:
The parking charge can be cancelled using the appeals system - Stroma gave you the exact sort of letter to write to the PPC (VCS) who will either cancel or issue a POPLA code, which is the second part and will - if you follow our advice get the charge cancelled - GPEOL/signage or lack of contract authority - all legal grounds.

I'm absolutely gonna fight this but I want to get it right. I really do appreciate everyone's help and I think I'm armed with enough info now to crack on with getting this nonsense dealt with. Hey guys. Just to let you know, I went to TK Maxx today with my parking charge letter from Vehicle Control Services. They wanted to see receipts from me which I didn't have as they had been thrown away. Luckily my girlfriend who was with me had some recent receipts from a different Tk Maxx store which the manger was happy with. He phone the parking company and the ticket was cancelled.
A good result but a bit of a shame that they are only prepared to do this if you have proof of purchase. Anyhow, I'm happy to get the ticket cancelled and hope this information may benefit someone else.

It really gets on my tits that there seem to be get out clauses with retailers that never get mentioned.
If there were signs saying something along the lines of not to worry if you overstay and get a pcn, just contact a retailer and get it cancelled, how keen would the parking parasites be to set up their quasi legitimate business in these car parks?
And since when has browsing and price comparing been deemed illegitimate when it comes to the parking scam scandal?0 -
