Tailgating to avoid barrier

Just got back from my winter break and I witnessed something at one of Heathrow's multi-floor car parks.
Up went the barrier and two cars came out, the second just avoiding contact with a dropping barrier. This was an NCP.
I didn't get the reg and I don't implicate myself in such things but does NCP have a case against this motorist if they have the reg? They probably do.

And if the barrier had hit the car would the motorist have any case against NCP - or NCP against the motorist for damage to the barrier.
Some designs of barrier do have a built in safety mechanism to prevent coming down on a vehicle - I wonder if that wold be the case here.0 -
