Euro car parks parking charge notice

Hi,
I know there are older threads on here about this but just wanted some newer advice/opinions in case there have been any recent changes regarding this that anyone is aware of.
I live in Scotland and received a Parking Charge Notice of £60 (discounted to £35 if I pay within 14 days) today dated 31/12/13. I was parked in a retail park for 55 minutes longer than I should have been. I don't use this car park often and this is obviously a newish thing as I wasn't aware that they had cameras in operation.
Whilst I was parked longer than I should have been, money is tight and the charge is a hefty one. I'm tempted to ignore completely but I don't want it to affect my credit rating. Any advice would be greatly appreciated.
P.S. The letter states that if payment if not received within 28 days they will pass to debt collector. Anyone had this happen to them?
