  • It's an automated reply which is triggered by any e-mail sent to that address. You'd get that within minutes of sending anything, even a blank e-mail. Everything they do is automated so I shouldn't worry, you're dealing with robots, not humans! :)

    Yes you will get a rejection letter in January, and yep you will then win at POPLA if you follow the 'How to win at POPLA' link in the 'Newbies read this first' sticky thread. It is NOT about Planning permission, please no planning permission, forget it and forget the mitigation. Just look at the VCS or Excel example appeals under 'How to win at POPLA' in the newbies sticky thread, near the top of this forum. Job done.

    This is true as far as it goes but the situation is that a large proportion of invoice recipients pay up immediately and a substantial number of those who brave the initial demand will pay up at a later stage. Seemingly maintaining the unbending front instils, in some, the fear that they may lose at POPLA and then "have to pay up" anyway.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    PE and the other PPCs see POPLA as a necessary expense that gives them legitimacy.


    Remember a very small amount of people go to POPLA, the rest pay up or ignore it all.


    Prior to POPLA it was a lot easier for us to give advice, now it's a bit of a nightmare [not helped by most posters being too lazy to read anything that we suggest].


    Prior to POPLA 'ignore everything [except genuine court papers]' worked, now the PPCs are getting a fair bit of success by actually issuing court papers and even winning at hearings.



    So imo POPLA has most likely increased the PPC's profits.
  • To an extent POPLA has indeed helped the PPCs. If I didn't word myself properly I meant, PE and cohorts would be doing themselves a big favour if they cancelled the charges upon their target citing NGPEOL. Because from there on in, it's checkmate and PE has nowhere left to hide - and POPLA will cost them.

    Perhaps an appeal - like this:
    "Sorry Parking Eye, I never saw the signs, you see I wasn't feeling well and I promise not to do it again"
    ...which really accedes to their authority and exposes the ignorance of the appellant, this would put them on a winner!

    "Nope, you broke the rules, you have to pay, we are the authority, if you don't like it, here's your POPLA code: 0101010101."

    But if the defendant cites "NGPEOL", he is hardly going to be swayed by PE's apologetic argument. Can you imagine this?

    thank you for your breakdown of costs and excuse my ignorance. I really never knew just how much it cost you to run those car parks and that staff handling appeals is included in your fee of £100. May I also send a warm thank you for holding the demand at the reduced rate despite knowing you incur greater costs after 14 days, it is so kind and generous of you. And thanks for drawing my attention to those four case law findings, especially Kevin Shelley. I can't believe I appealed as I did. Please find enclosed £60 + tip

    To have come so far as to know what NGPEOL is and for those morons to issue a POPLA paper at that stage is downright stupid. It's their funeral, I'm not bothered!
