It tells me I'm in London and Sheffield because that is where my ISP's regional termination hubs (for want of a better/more accurate term) are.

It works off your ISP's range of IP addresses, so it won't be accurate. It can be fun to trace route yourself, particularly when you're hidden behind a few servers. A few years ago I was in the UK, connected to a network in France with the European servers near Antwerp. These were connected to the main corporate servers in Rochester, New York, but I was actually accessing he systems in California, Texas and Singapore.
I then got a phone call from one of those nice people who wants to clear out all the errors from your computer. He said he got my phone number from my IP address. I don't think so.1. Have you tried to Google the answer?
