Whilst a contract may be formed, if the exchange is not paid, the redeem becomes a civil matter and the other party can not impose any penalty.
They can only claim the same offer the contract conveys to those who did pay.Be happy...;)0 -

Sorry for delay in updating - little spot of coastal bad weather hampered the story. Car park owners very sorry, we were one of two cars locked in. No charge for parking (obviously). All forgiven even if it was a tad expensive!0

But it's not a Council car park. Private firms can't fine anyone, not in Scotland nor in England/Wales. They sometimes issue 'fake PCNs' (invoices that impersonate a Council parking ticket) but in Scotland they are ignorable and in England/Wales fully winnable on appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
