I have received a letter from civil enforcement for exceeding the time limit in a car park that I drove into, made a phone call and drove out again. As I did not get out of the car or turn my engine off I wondered if I should appeal with the defense that I wasn't actually parked, or is that irrelevant? or should I ignore?

Splitting hairs over what the definition of 'parking' is is not worth wasting your time on. We've seen it discussed and argued to death a number of times on various parking forums, the unresolved outcome of which has never won any appeal for anyone. Very much a red herring.

Much better points of appeal to concentrate on, particularly GPEOL and the PPC not having any assigned interest in the land to enable them to enter contracts with anyone or to pursue charges to court.
