I suppose he could simply be checking whether planning permission would be granted before dealing with the access rights issue.
Which is a perfectly reasonable approach - see if they get planning before trying to buy out or move your access rights. Doing the access rights first might just turn out to be a waste of money if planning is later denied.
But it is also possible they are hoping you shut up and go away and don't take any of their profit.0
