I have received a parking fine but I didn't actually park. I pulled into the car park to safely make an urgent phone call I did not leave the car nor did I turn off the engine. the letter stated that I had exceeded the maximum parking allowance. Should I ignore or should I tell them that I wasn't parked?

its not a fine, never was , never will be , its a parking charge invoice for breaking their "rules" on private land
you stopped in a private car park , so that is what they are ticketing you for

frankly, they are not interested in debating the explanation of the words "stopped" or "parked" or your mitigating circumstances
you need to wise up and beat them at their own game, as all they want is your money0
