I thought 4,000 fines in 2 weeks was a huge amount. According to this website cyclists make up a 1/4 of road users, so proportionally speaking, cyclists received more tickets than vehicle drivers.0 -

The whole ticketing operation is yet another attempt to say "nothing to see here - our infrastructure is fine. It's people that are the problem".
