Chimney Cowl?

Strong winds keep blowing the chimney cowl off, as my sister lives in countryside with not many properties close by, the wind seems to be ultra strong coming across open fields, what would be best solution, new style cowl?at the moment she has a chrome spinning one, any ideas roofers?

Those type of cowls are normally secured with Jubilee type screw clips - sounds like its either not been installed properly or the clips have perished / rusted away, phone a few sweeps to see if they will have a look at it for you, cheaper than getting a roofer to do it.
